According to IEC 61850, the substation will entirely achieve the seamless communication based on Ethernet in station level, bay level and process level in the future, the electric equipments will be digital and intelligent.On the one hand, IEC 61850 proposes on-line interlocking mechanisms to achieve the security of switching operation, and defines interlocking communication methods and the CILO logic nodes of interlocking mechanisms to achieve between bay level and station level. Therefore, under the network mode switching operation should be the sequence control of XCBR, XSWI such as the logical nodes. IEC 61850 Appendix G in Section 5 proposes the strict requirements of interlocking, but doesn't mention the specific way about CILO to achieve this.On the other hand, with the growth of power grid load and the increase of power supply distance, a large number of High-voltage Direct Current (HVDC) and Flexible Alternating Current Transmission System (FACTS) putting into operation, which makes the modern power grid structure increasingly complexity,and interpreted the global concept of power security and the importance of wide-area security defense, it has become an important subject power system to seek the operation security of power system in the wide-area.For the above problems, the paper has the relevant research in the following aspects, designs a set of interlocking methods based on the IEC 61850 under wide-area defense environment, and discusses its implementation.(1) On the basis of introducing IEC61850, the paper analyses the related part of mal-operation interlocking, studies the internal structure of interlocking logic nodes CILO, the transmission of interlocking information, the replacement model, the distributed coordination mechanism, focuses on the GOOSE message transmission used in the transmission of interlocking information. With the concrete practice of power, the establishment of interlocking rules and modules are completed, PLC is used to do a preliminary experiment.(2) The paper analyses the application background and requirements of wide-area security interlocking, has a reasonable expansion of interlocking concept, and proposes the concept of wide-area protection level. By the large number of real-time data analysis and mathematical modeling of wide-area measurement system, the layer structures five kinds of bound targets of wide-area security interlocking based on the PMU (Phasor Measure Unit) and SACDA data information, these five kinds of wide-area security targets as the sent operation commands of a dispatch center and the interlocking logic of self-adjustment for power grids, XML is used to configure based on the various substation practice. Under wide-area security defense system, the paper completes horizontal, vertical, horizontal vertical mixed variety of communication modes coexisting, the design of bay level and station level and wide-area protection level such as the interlocking modes of multilayer logic locking, analyses the main functions of various levels.(3) The paper proposes an on-line import logic interlocking rules, using MAS to achieve the distributed intelligent mode of on-line interlocking. It also sets the Agent implementing different tasks for electrical equipments and functions, through the mutual cooperation of the Agent to achieve this interlocking method. Then the paper researches on a number of technical details of the Agent in this mode, including the expression of knowledge, task allocation, Agent interior design, and so on, extends the communication original language of Agent based on the requirements of substation interlocking communication. Finally, the feasibility of the paper design is verified by simulation experiments.
