Study On Search And Rescue Of The Public Maritime Traffic Emergency For Beibu Gulf

With the rising trade between China and other countries especially the ASEAN countries, the maritime traffic flow in Beibu Gulf which is considered as the "the most convenient international path" has been increasing rapidly. However, the number of maritime emergency and accidents in this area also goes up with the amount of ship. The article studies on search and rescue (SAR) of the public maritime traffic emergency for the purpose of performing the obligation in international convention and improving the SAR level in China, this is also a reflection of the administration view "People Oriented" which was provided by the new central committee of the Communist Party of China with Comrade HuJingtao as the Party's general secretary.By describing the condition and features of SAR in Beibu Gulf, and showsus the problems which should be concerned to improve SAR in Beibu Gulf. Furthermore, a comparative research on the SAR situation of American, Japan, Hong Kong, and Vietnam has been carried out in this essay, for guiding by Scientific Outlook on Development and exercising some theory of public administration subject , the result of the research leads up to the recommendation on perfecting administrative system, precipitating the process of legislation, improving the equipment, establishing the public fund, training persons with ability, strengthening cooperation. The author hopes that the essay may promote the implementation of the SAR in Beibu Gulf, and provide both theoretical and practical foundation for SAR.
