On the basis of studying how to use wind energy of low wind speed, a conclusion was drawn that design a large wind turbine which is suitable to generate electricity by low wind speed is essential.The main one is the blade design in the wind turbine design. A conclusion was drawn that Momentum theory, Glauert theory and Vortex theory were still the basis to reveal the overall design parameter of wind turbine blade; According to the analysis of the blade design, a structural coefficient k was introduced, by which the blade was divided into inner part and outer part. The key characteristic of inner part is structural intensity, while the aerodynamic characteristic is the key point in the outer part. The design demonstrated that both structural intensity and aerodynamic characteristics of blade were maintained with this kind of configuration. A case design was compared with NORDEX S77 wind turbine and the consilient result demonstrated that feasibility of the general design and system configuration.
