Reactive Power Optimization refers to choose optimal reactive compensation point and compensation capacity in the power system, determining system running state to minimum loss and cost of the system.At the first, the condition of reactive power optimization is analyzed in details.It was pointed that the decimal-coded,sensitivity analysis,fuzzy algorithm and application of expert knowledge to Genetic Algorithm were the key to sovle the mathematical model . On consideration of the conditions of Chifeng power grid , the mathematical model of multi-objective voltage-VAR planning has been established in this paper . The paper presents a method of combining network partitioning with voltage stability sensitivity index to determine the candidate bus, and the Genetic Algorithm with expert knowledge technology was used to solve the mathematical model. The software has been worked out, and then the optimal reactive compensation point and compensation capacity in Chifeng power grid are figured out. Finally, the optimization scheme of Chifeng power grid has been presented. According to the economical analyzation of optimization scheme, the optimization scheme is of great realistic significance and practical value to improve economical efficiency and could guarantee the quality of voltage.
