People attach more and more importance to humanities landscape and virescence and water environment with the development of living standard and inhabited environment quality. Artificial sight rivers, lakes and ponds come forth continually. River is important infrastructure project of city, holding not only foundamental functions of flood and waterlogging controlling, water intake, irrigation and shipping, but also the effects of city tourism, townspeople's leisure and city beautification. Just as its name implies, sight river resides sight to river, to change river into enlightened landscape of city in deed, making better use of its tourism function.Jinan city reach of Xiaoqinghe River and riverside area is planned into shore landscape and compound city function area of tourism, leisure, business and commerce, servings and inhabitancy, to gain new space growth point and important stratagem developing district. The landscape holds 31km length, with area of 40km2. The channel regulation is mainly widening project. So flood routing time must be shorter, so that flood peak is larger; also because of sight sluice, flood level must be uplifted, riverside and city zone is endangered. This is the major cause of the conflict between flood controlling and sight function. So reviving the conflict between the two major function though flood dispatching, is provided with important application value and practical significance.Whereas the transformation of hydrological condition after channel widening, conflict between flood controlling and sight function of sight river, and the events of flowage on some sight rivers, flood dispatching runtime library is constituted to provide flood dispatching basis to constructed sight channel on Xiaoqinghe River. As a result, the material study contents are the follows: (1)as there is only one gauge stage, Huangtaiqiao Gauge Stage, on the programming reach, floods are calculated downwards and upwards to gain instantaneous water surface profile of studied reach; (2)on the base of flood calculation result, water level-discharge relationship noose curves of floods with diversified recurrence intervals are simulated, and flood depth process curves at every controlling section are confirmed. (3)according to programming request, required drainage amount of river storing water at every time among floods with different recurrence intervals is calculated, sluice operation process is confirmed according to discharging runoff at the sluice; (4)flood storage occasion is confirmed, and appropriate closure manner is selected to change flood to sight water, reduce economical cost of sight water storage, and actualize flood utilization; (5)according to flood routing result, dispatching schemes of different recurrence intervals are put forward, and runtime library of Mengjiazha Sluice is based, to operate flood of Xiaoqinghe River in time and simplify real-time operation process.As a result, flood dispatching runtime library of Xiaoqinghe River reach in Jinan City is established in every condition of rainfall, limitation water lever and discharging fashion of sight water storage, thus ensure flood security and utilization at the studied reach as well as possible.
