The Yiluo River is the source of the “Xiada” flood,which is most threatening to flood control in the lower Yellow River.In history,the flood disaster in Yiluo River is very serious.The Luhun Reservoir and the Guxian Reservoir are two large reservoirs on the Yiluo River that jointly control the floods in the upper and middle reaches of the Yiluo River.They are an important part of controlling the flood project in the Sanhua area.Therefore,how to control the flooding of the Yiluo River and reduce the flood peaks through the scientific and rational control of existing water conservancy projects has important practical significance for flood control and disaster reduction in the Yiluo River Basin and the lower Yellow River.Joint dispatching of reservoirs is a difficult and focused issue in reservoir dispatching research.At the same time,for the flood control optimal scheduling problem of the parallel reservoir group in the basin,the time dimension of the flood increases the time dimension,the number of reservoirs increases the spatial dimension,and the solution of the optimal scheduling has the dimension disaster problem.Based on the flood control dispatching problem of parallel reservoirs,this paper studies the single reservoir flood control dispatching model,river flood evolution method and parallel reservoir flood control optimal dispatching model and its solving algorithm,and carries out practical application research in combination with Luhun and Guxian Reservoirs in Yiluo River Basin.Mainly achieved the following results:1.Based on the flood control tasks undertaken by the Guxian and Luhun reservoirs,the flood control scheduling criteria were determined,and constructed a Channel flood routing model based on RBF neural network.The validity of the model is verified by comparison with the Muskingen method.Based on the above research,the parallel flood control optimal flood control scheduling model is established.2.An improved genetic algorithm based on penalty function is proposed.By establishing the highest water level penalty function,the ending water level penalty function,the outbound flow variable amplitude penalty function and the comprehensive penalty function,the objective function of the parallel reservoir flood control optimal scheduling model is transformed into no constraint condition.The objective function can then be solved using a genetic algorithm.3.According to the parallel flood control optimization scheduling model and its improved solving algorithm established in this paper,the joint flood control scheduling problem of Guxian reservoir and Luhun reservoir is studied under the premise of ensuring the safety of the project and the downstream flood control area.Compared with different flood control schemes,the scheduling model proposed in this paper fully exerts the functions of flood control and detention of each reservoir,and reduces the flood peak flow of downstream flood control points to a greater extent.
