As the Energy-Saving and Pollutant Emission Reduction Strategy goes further, the power system is facing a severe situation on this subject. It is now a widely explored theme to choose and apply the exiting new techniques in the energy-saving and emission reducing task of the power plant which is a power generator and also as a large consumer of electric power with the aim of social and economic benefits.This thesis is based on ample data and combined with the researchers'practical experiences of the real works. Taking the example of improving project of booster fan's high voltage inverters of the Beijing thermal power plant of CHNG, the main techniques of the high voltage converters are discussed. And we have settled the equipments choosing problem of such projects .With the access of the blueprints of the equipments, the designing of the project ,including designing of wire topology of the primary system, the DSC interface between the converter and the equipment ,the converter's PLC logics , converting system's relay protection and booster fan's controlling strategy in the DCS system ,is finished.The focus point of the thesis is the research of the configuration designing and setting of the relay protection of the high voltage inverters, and the optimal protection configuration is given here. Meanwhile, earthing problem of the high voltage converter is emphasized and the designing and configuration of earthing protection are presented through theory analysis and experiments at field.In the end, economic benefits of the converters'improving in the booster fan is analyzed.
