With the rapid development of power system and its interconnection, stabilization monitoring and control of power system has become much more important, which makes it necessary to develop the high-performance Synchronized Phasor Measurement Unit(PMU). Refering to the design of a fault wave recording device made by a company in Wu Han, this paper puts forward a design of a new PMU. Besides, apparatus selection, hardware modules designation and research of arithmetic and anti-jamming are completed in this paper, too. In this device, the real-time sampling is realized by fast ADC chip with high precision and accurate pulse is supplied by CPLD chip; the DSP+ARM pattern is employed to achieve the cooperation between data analysis and network communication, while improved synchronized phasor measurement arithmetic is adopted to satisfy the criterion. It is proved by the test that the device has unexampled advantage comparing with the traditional ones on the amount of sampling channels, the real-time reliability of data recording and the capability of data transmission. The MATLAB simulation result demonstrates that the improved synchronized phasor measurement arithmetic has high accuracy and real-time ability under different circumstances.
