Recently water security has become a hot issue in International Hydrology. According to the water security theory, prominent water safety problem of Minqin was researched in this paper. The main research achievements are as follows.(1) The basic theory of water security is discussed, including the concept of water security, the connotation and denotation, evaluating indicator system, the evaluation of quantitative methods. Brought up one evaluation standard on water safety issues in Minqin.It will be a reference to study the water secuiry problem in the future.(2) After fully understanding the water safety theory, water security issues influencing factors were analyzed from natural hydrological cycle under environment change of Minqin oasis. There is non-outstanding variation trend of precipitation. Evaporation and temperature have a significantly increase trend year by year. There is non-outstanding trend on monthly precipitation, evaporation and temperature. There is outstanding trend with winter evaporation, and there is non-outstanding trend in spring, summer, and autumn evaporation. The trend of seasonal temperature is significantly on the increase.Temperature increasing and climate become warming in winter, which is happened to be a positive response on the global warming. In the part of human activities, there are many factors impacting on the water security, such as constructing reservoir, using water to excess on upper and middle reaches of Shiyanghe River Basin, exploiting underground water, large proportion of agricultural water, lower utilization rate of water resources in Minqin.In short, under conditions of region climate change, water security issues in Minqin oasis is mainly due to the emergence of irrational human activities.(3) System dynamics model(SD) was applied to quantitatively describe the contradiction between the population, utilization of water resources, social economy with ecological environment in Minqin.According to the natural development pattern of Water resources—Social Economy—Ecological Enviornment in 2000, the variation of water shortage degree, water resources,population,and economy are simulated by the SD model in the future. The water security was safe in 2000. The water security was basic safe in 2006. Basing on the simulations of natural development and the management plan of Shiyanghe River watershed, 8 plans were put forward.When there is South-North Water Transfer West Route Project, programme 7 is recommended.When the diverting water is absent, programme 8 is proposed.The corresponding security measures and proposals are put forward to supervise the development, utilization of water resources and management.Make sure there is more water in Minqin and achieving water security.
