The general developing situation status quo of small town is analyzed. Hydrological effect and water problem caused by urbanization are researched. Water security influent factors, and water using status of small town water system are analyzed.Secondly, a Driver-pressure-States-Response notional model on water security index assessment is set up. The basic principle of establishing assessment system is set down. A water security assessment system for small town that based on DPSR theory is established. And its indices are filtrated. On the base of referring much criterion and correlative research, assessment standard that scales the status of water security is put forward, the much of uncertain factor in water resource system is analyzed with Set Pair Analysis (SPA). An assessment model is established on base of SPA theory.Thirdly, the definition and content of precaution theory are introduced. The method, alarming boundary, alarming degree is presented. An alarming of water security is carried out on base of water security assessment index system of small town. Support-vector-machine, which based on Statistical Learning Theory is applied to water safety research. A warning model on water security of small towns is set up according its function of Learning from data.Fourthly, drinking water and water supply in state quo are analyzed. A management and protection measure is put forward. According to the risk theory, a primary research on risk of water supply was discussed.
