The large reservoirs and the Baiyang Pond in the Daqing River Basin take the main part in preventing downriver area from flood damage, so it's very important and reasonable to do some reaserches on the United Operation of them. According to the designing standards after the reinforcement of the flood control works and the real situation of operation, this paper had done lots of work on the reaserch on"Optimal Selection of Flood Control Plans of Reservoir and Research on United Flood Control Operation of Reservoirs and Baiyang Pond", and got the following achievements:(1) Based on the real situation of the Daqing River Basin, the paper established the risk-benefit assessment system of indices of advanced-releasing operation of the reservoirs, present the specific calculating method of each indexes. Then improved the computing formula of the index comparative optimal degree, and founded the fuzzy choice model of advanced-releasing operation plans of the reservoirs.(2) According to the differences of advanced-releasing runoff and time, drawing up the plans for 10 years, 20 years and 50 years return periods flood, the third section gave the scheduling rule of flood control operation fro the Xidayang Reservoir, after analyzing the changing tendency of the subordinate degree of the plans in different situation.(3) The fourth part of the paper set up the United Operation Model of the reservoirs and the pond with the theory of linear programming, after carefully thinking about the real situation of the basin and the particular task of flood united operation, then did the rerouting analysis for the"63.8"flood. The united operation plans did not only use the Baiyang pond and its surrounding without opening the Xiguan flood diversion sluice, but also make the highest water level of the Baiyang pond lower and the basin more safer the common operation's when encountering a flood as heavy as"63.8"flood.(4) Simplex method or M method always plays an important role in the conventional linear programming model, but they will cost such a long time when the model solves the big system with large amount of parameters. So this paper used a young polynomial algorithm—Karmarkar algorithm to solve the problem, which made the model faster and more efficient. It established the foundation for developing the real time united flood control operation model.The paper discussed the basic principles and the foundemental mode of flood control operation of reservoirs, from the research on united flood control optimal operation of the Daqing River Basin, and at last worked out the united operation plan for the basin, presented a scientific criterion for its work of flood control and disaster alleviation.
