The reasonable planning of distribution substation has significance on the security and economy of the power system, as the optimal operation of the electric network. On basis of the FTU feeder automation technology, the power supply reliability is enhanced by a feasible and effective measure that is sectionalizing by the feeder configuration sectionalizer. Optimized planning of substation and optimized configuration study on sectionalizer of feeder had been performed in the paper.As for optimized planning of substation, quantity, location, capacity and service range of newly built substation are to be calculated. The substation optimal planning model that is based on the minimum annual cost is adopted in the paper, which includes capital investment on substation and line, operation cost of substation and the network loss cost of lines. The model is a nonlinear large-scale combinatorial optimization problem model with multi-decision-making variables. The shortcoming of the traditional alternative location and allocation algorithm has been analyzed in the paper. With a combination of the merit of the simulated annealing that can find optimal result through the deep search. A hybrid simulated annealing algorithm is proposed to resolve the substation planning problem. And the algorithm is adopted to solve the model and calculate the optimized number, location, capacity and service range of newly-built substation, capital cost of new substations and outgoing line on low voltage side, and line length as well. Verification of planning effect of the algorithm was made considering load data in planned area. The result shows that the proposed algorithm has good effects, and is of scientific and engineering significance.On basis of benefit analysis i.e. the substation reliability cost, this paper built the feeder sectionalizer configuration model. Based on the node-branch correlation matrix, the model building research was carried out on the annual outage loss and the average interruption time. The improved genetic algorithm was adopted to solve the model. The reliability index and the outage loss were calculated. Combined with practical feeder data of oilfield, the effect of algorithm was proved through experiment. By contrasting the reliability and economy index before and after the switch configuration, the proposed improved genetic algorithm was proved to have a good effect on sectionalizer configuration and make a much better project effect.A set of software about substation optimal planning and sectionalizer optimal configuration was developed by use of VB6.0 program development language. The soft is manipulated flexible, and can satisfy the project application very well.
