In recent years, under the pressure of energy demand and environmental protection, electric vehicle technology has been developed rapidly. In many countries major car manufacturers have being made electric vehicles commercialization gradually. "Five-Year Plan" period of 863, China's "special major electric vehicle" project made a big progress in the hybrid electric vehicle. But how to embody the advantages of the HEV, as well as how to measure the performance of HEV energy saving and environmental protection have been no clear way and this will become one of the biggest challenges in commercial introduction of HEV .This article started from the vehicle's energy consumption .through analysis of vehicle emissions and energy consumption, it could illustrate the characteristics of HEV in environmental protection and energy-saving. Based on the current traditional Automobile test capability, it will lead a research on the status of hybrid electric vehicle testing and evaluation as well as the development trend.According to the technology and condition of the test, the article designs a testing of HEV's energy consumption in order to lead a level studying. Through this test some problems or advice should be put up. Using conversion of the fuel-electricity accoding to GB/T17954-2005 and carbon-balance method, this article presents two methods to evaluate HEV's energy consumption and finally forms a evaluation index.Because of uncertainty of Air-conditioning, test with A/C open is not recommended by available energy consumption measurement methods. In this case the article designs a HEV's energy consumption test with the air-conditioning open. The test data shows that test with air-conditioning open can lead to a high level energy consumption, it will increase 40% more than the test without air-conditioning.
