Because the role of the external environment, Many of bridges in service in China had A high cost of maintenance and the Bridges performance have degradated.This situation brings serious financial burden and social burden of management of the operation later.This paper uses the life-cycle cost in bridge reinforcement programme and bridge reconstruction programme, achieves the purpose of the minimum consumption of resources.This paper summarized the life-cycle cost theory at home and abroad, studied election of the bridge programmes between the different types in the technological transformation. Article studied bridge reconstruction programme life-cycle cost components, provided preliminary quantitative formula of Agencies cost,user cost and social cost.Researched on the relationship between reinforcement programme and cost, researched on the relationship between reinforcement programme and structural performance, researched on the relationship between reinforcement programme and failure probability. Comparison of bridge reinforcement programme is comparison of different life-cycle exclusive programmes. This paper used NAV method and least common multiple method to carry out the programme. The article uses NPV,internal rate of return and incremental investment payback period to the election reinforcement programme. The article researched on bridge reconstruction programme and reinforcement programme, used least common multiple methods, converted exclusive programmes to the same period, used NPV index, considered the impact of structural performance,economic,remaining life and social benefits, used experts points, fuzzy evaluation methods for comparison, received the best plan. This method can help traffic administrative departments to make decision.
