With the development of modern construction, the highway construction has obtained the unprecedented achievement. But in the pavement design, the semi-rigid basement structure design and the material design are seriously separated, which is important reason that lead to the damage in semi-rigid basement asphalt overlays. Therefor, base on the oretical research and systematically laboratory tests of cement stabilized fine soil and two-ashes stability fine soil, the proper strength controlling standards and specification were put forward, this made the standards in design phase can also be used in the construction phase.Firstly, how to control damage of semi-rigid basement effectively is starting point of the paper.The thesis analysed the mechanics of crack and scour of semi-rigid basement, discussed main technique request of semi-rigid basement and preventionary measures, the research discovers that between damage of semi-rigid basement and bond strength and the splitting-strength of the material contain important relation.Therefore,,taking splitting-strength as index to control the breakage of semi-rigid basement is effective.Secondly, experiment researchs the mechanical property of inorganic-binder stabilized fine grained soil, studies the influence regularity of compactness and age to material splitting-strength and modulus of resilience, define the specific value relation of the splitting strength of seven-day and extreme limit splitting strength of norganic-binder stabilized fine grained soil and find out the relation of splitting-strength and anti- strength.Again, according to the layered elastic analysis calculation theory, select by examinations suitable the semi-rigid basement asphalt road noodles parameter, carry appearance a bottom to the semi-rigid basement in the standard lotus of carried on the analysis of the system in response to the dint appearance, on this foundation research semi parameter of reasonable choice scope;In the meantime,consider the actual road axle level in the meantime, analyze to the tension stress of layer bottom,and find out the tension layer-bottom stress range of semi-rigid basement and sub-base.The thesis still studied the influence regulation that modulus of basement and sub-base do thickness of pavement and basement, and as to it's the economy carried on an analytical evaluation.End,by analysing the influence mechanics of unconfined compressive strength,direct tensile strength, splitting-strength and antiflex, the thesis discussed that splitting-strength as the strength controls index is reasonable, consider different transportation grade and the structure coefficient of the material strength, pass the mechanics formula of the material splitting-strength, compute the limit splitting-strength of norganic-binder stabilized fine grained soil.At last, determine the splitting strength control standard of the material seven-day, check with current strength and test data in the paper control-standard in the meantime.The result is that control-standard of splitting-strength is quite consistence with the fact in data and degree of compaction ,so control-standard of splitting-strength in the paper is feasibilite.Splitting strength index and standards for steady-soil material in the thesis will be useful for the design and construction, and will have a significant influence on the improvement of semi-rigid basement asphalt overlay's durability.
