with the gradually extending of size ,increasingly interconnecting among the subsystem and the structure of electric network become more an d more complicated the problem of stability of power system become more and more complex. So, serial new measures on power system security and stability control are needed in theory and practice. On-line pre--real-time decision-making is greatly potential to resolve power networks stability control. Research on a novel stability control system based on"online pre-decision and real-time match"method has become the major development direction.Firstly, the request and the feasibility of on-line pre-decision transient stability control system based EMS real-time data and how to use data have been discussed. The structure of the On-line stable control system which bases on the " Online pre-decision and real-time match " emergency control scheme and uses the real-time data coming from the EMS system have been discussed.Secondly, the paper devotes to How to use the real-data from the EMS by the working in transformation of the novel on-line pre-decision transient stability control system. The method of achieve real-time information of whole the power system from EMS system is described. And a interface with the classical program of stability-analysis has been designed. The problem of the Parameter insufficiency which should be provided by the EMS and how to deal the problem has been discussed.Finally, the problem about the results of power flow computed by the PSASP different from the data in the EMS is researched in this paper. The method to adjust the reactive power to balance judging by the voltage level has been proposed and obtaining a well effect when used it in the actual project.
