Along with the comprehensive exploitation of cascaded hydroelectric in our country, more and more attentions are being taken to its impacts on the sustainable development of valley. Recently, related policies for orderly development of hydropower based on the protection of ecological have been made clearly in our state "11th Five-Year" plan to build environment-friendly society and more strict requirements on the exploitation of cascaded hydroelectric are emphasized. A new development state which pays more attention on the ecological constraints has come being.Cascaded hydroelectric is the main form of hydropower resources exploitation in China. It will bring forth large disturbances to natural river and its ecosystem and the mismanagement is threatening the sustainable development of valley. Previous studies focus on the technical economic analysis mainly, and neglect the research on the impacts of rivers ecosystems and terrestrial ecosystems caused by cascaded hydroelectric.Four steps have been taken in our study as follows: the aggregate analysis of typical examples of cascaded hydroelectric, the analysis of ecological and economic system of cascaded hydroelectric, the discussion of indicator system construction and the evaluation methods of sustainable development of cascaded hydroelectricthe examples of the use and analysis based on the theories and technology in light of the lack of traditional research .With a new perspective, try to explore the rule of the ecological and economic system of cascaded hydroelectric, specific details are as follows :Aggregate analysis on the patterns of foreign typical cascaded hydroelectric,such as operators and the main task, time and space layout of cascade and ecological adaptation, proposed three basic patterns of cascaded hydroelectric.Combined with these models above, based on theories of system science and ecological economics, reveal elements of structure and function of ecological and economic system of cascaded hydroelectric, analysis focused on the ecological environment mechanism which caused by cascaded hydroelectric, and proposed related conceptual model.Based on the systematic analysis and sustainable development theory, the sustainable development evaluation system dedicated to the ecological and economic impacts of cascaded hydroelectric is constructed, and the discussion on the comprehensive evaluation method of this indicator system is given theoretically.Finally, taking the cascaded hydropower development of Niyang River Basin in Tibet as an example, the method above is put into use and the sustainable development of its ecological subsystem is analyzed.
