This paper emphasizes the analysis of phase comparison theory for high precisionfrequency standard comparison, and deeply study the concept of equivalent phasecomparison frequency based on the study of the laws of phase variation of two periodicfrequency signal. The lease common multiple period which is comprised of theaggregate of phase differences is presented as a whole period for frequency standardcomparison. The paper analyses the phase variation in manyperiods in the great detail,introduces the group of period, the group of phase differences and the group of samephase difference. It shows the laws of the group phase shift in the group periodsbetween two compared signals.The law of group of phase differences shift in the group periods, on the one hand,could improve the precision in the measure of frequency stabilities of frequenciesresources and self-calibration frequencies. On the other hand, it could mend thePhase-Locked Loop circuit of hydrogenous atom frequency standard and improve therange and the resolution of the locked phase. It is special that the circuit design ofPhase-Locked Loop (PLL) based on EPCF could work well and complete the phasecomparison and phase locked between different frequencies signals. If its parameter isappropriate, the higher precision could be achieved in the novel circuit. It is simple instructure, high in the ratio of performance and can be widelyused.
