Study On The Occupied Land Cost And Metering Methods About The Highway Construction Project

Transportation is the fundamental industry to the development of nation economy and society, as an important component, the highway transportation bears more than 90% passengers traffic volume and more than 70% goods traffic volume in our country. It plays an outstanding and functional part in promoting national economy and social development, ensuring the national security etc. However, in general terms, the scale, density and transport capacity of the highway-network in our country also can't meet the national economy and society's fast-developing demands. In a long time, accelerating the development of highway construction will still be one of primary tasks of our government, as a resource occupied and energy consuming industry, the highway construction will take up more and more lands. And on the base of analysis the correlated research results, the paper point out the existing defect in the research. Then through referring to the land rent theory, cost theory, land utility theory as well as the generalized value theory under the sustainable development idea,the article point out the land cost is an opportunity cost,not the usual cost. It can be valued with the generalized value loss of the occupied land. And in this foundation, the article establishes the occupied land cost content system and the metering methods about the highway construction. The study of this article may provide a set of complete reference system for the occupying land Influence appraisal about highway construction. Meanwhile, it is helpful in further strengthens the route selection, the initiating decision-making, and provides a scientific methods as well as the compensation for the occupying land in highway construction. In a short words, the research results of this article provides a good method to alleviate the Opposition relations of the highway construction, the lands protecting and the interests protecting of the farmers who lost lands because of the highway construction.
