The concept of energy security was directly associated with the relations between energy demand and supply. During the past years, with the development of national economy and the further requirement of environment protection, the trend of high quality energy was enhanced significantly, the oil demand quantity was increased rapidly. Due to the production of domestic resources can no longer meet the need, the oil imports were growing in China. Therefore, the energy supply and security problems for the economy caused extensive attention of the relevant policy-making departments, the business community and the academic field. Especially, with the increasing on oil imports, rising of international oil prices and the substantial increasing on foreign exchange payments, the domestic oil consumption market was subjected to the certain impact, oil imports and the related problem of energy security had become a hot issue.China's energy security issues and the foundation of strategic access to the West, a large and complex system engineering, was related to the political stability, territorial security, as well as the scientific and technological progress and economic prosperity. The study involved multiple disciplines and the forefront of advanced scientific and technological knowledge. At the same time, it was a major component of constructing harmonious and sustainable development society.To the "digital highway" perspective, the study described in this paper was completed on the 3S technology theory, using advanced technology, such as modern geodetic surveying technique, remote sensing and space exploration, digital image processing and computers, the location selection, line selection and technical feasibility of strategic access to the West Xinjiang were investigated in detail. At last, specific implementation plans was made as follows: Based on the information infrastructure and multi-scale, multi-types of space-based support for Geographic Information, high technology, such as Computers, modern mapping, modern network, the modern road survey design, virtual reality and digital communications were fully used to investigate the environment, and ecology, topography and landscape conditions of the strategic access to the West, then integrated these informations on a three-dimentional geographic coordinates orgaically to create a digital channel strategy to the West and provide a modern management and decision support system.The article focused on the all weather highway strategic channels at Kanas in Xinjiang, on the basis of the 3S technique integrated, real-time, dynamic, digital, automatic and intelligent features, the snowcover was studied through the use of the normalized difference index of snow and made a definition of the roadway design regional. Then the digital elevation model of the area was studied with multi-scale analysis by the wavelet transform mathematical methods and got the high precision, a smooth transition of DEM remote sensing data. Furthermore, a reasonableness and feasibility of the highway access routes was designed preliminary by interpolation analysis, visibility analysis, slope analysis, slope analysis. Finally, using the space 3D modeling tools, combined with modern road survey design and 3D Landscape Design, a three-dimensional virtual reality visualization of all weather road access at Kanas ports was designed. At the end of the article, the merits and significance of the all weather highway strategic channels at Kanas in Xinjiang based on the 3S technique was described.
