Large special events bring about multitudinous people and vehicles at small area in a short time,and the traffic around the event location becomes very bigger than normal.How to ensure traffic unblocked and reduce the impact on normal traffic during large special events is a difficult problem to traffic managers.With the deeper study on Intelligent transportation system(ITS),traffic guidance information system which is a important part of ITS is able to solve the problem.This paper makes a study on public traffic information demand for special events, the effect on special events traffic of traffic information and the issue methods of traffic information for special events.After summarizing experience of traffic management under special events,this paper puts forward public traffic information demand before and during and after special events.Traffic under special events differs greatly from normal traffic,it has follows characteristics,provisional traffic, all-to-one network,significant tidal traffic,distinct difference of traffic direction, great travel demand,etc.Then in accordance with the characteristics of special events, this paper studies the effect of traffic information on traffic flow.And also this paper proposes traffic information issue(Tâ…¡) methods under special events,focusing on issue strategy for methods of cell phone short messages,traffic broadcast,vehicle navigation system and optimization of Variable Message Sign(VMS) locations,and the principles of layout for VMS.And a VMS location model is proposed based on mathematical programming model.Finally,this paper takes the Chinese Football League Matches on Xinhua Road Gymnasium of Wuhan as a example,and simulates the traffic flow on issue methods proposed in this paper with simulation software VISSIM.Comparing the operation conditions of Tâ…¡methods proposed in this paper to the other without Tâ…¡,the results show that the former performs better for traffic flows of the road network,traffic load,the average speed and traffic delay.This study also provides the theory and method foundation for traffic information issue of special events.
