Various accidents are different,complex,paroxysmal and comprehensive.Many people from high authority to grass roots are involved into the emergency work.The measures of different accidents are distinct.It is the way to solve the problem that we establish the perfect emergency management system and standard procedures.In order to reduce the harm and get the best decision,we have to analyze the accident according to the reason,process and result,make use of all kinds of sources to alert,control and manage the accidents effectively during the accident,a process just like this is emergency management.On the water emergency management,the emergency management on sea have developed maturely,various international organizations and rules improve the emergency management on sea effectively.Because the limit of source,capital and technology and so on,the maritime emergency management in inland waters fell behind of that on sea in our country.With the development of the national economy, our country's navigation was also improved greatly.At the same time various accidents happened frequently.It is the urgent requirement that how to react quickly and how to improve the emergency capability after the accident so that we can protect people's life and property furthest and build harmonious social society.At the beginning,the paper introduced the emergency management model in foreign country and the emergency management actuality in our country.On base of《The Search and Save Emergency Counterplan On Sea》,we perfected the emergency management system of inland waters in our country furtherly.The adjusted emergency management system will become adapt to inland watesr.And then,the software's data stream and requirement were analyzed to ascertain the every model and their function of the software,the software architecture and system database,on the base of that,a multiple layered architecture was put forward.From the bottom to top of the software is the basic infrastructure layer,the data layer,the support layer and the application layer,the software can be divided into seven modules,as follows:the emergency direct,the emergency act,the resource management,the electronic river map,the table management,the network management and the system maintenance.The software used the control GIS technology to develop the display interface of the maritime emergency management information system.The database of the system is SQL Server.The network communication was based on TCP/IP protocol. We programmed the software in Visual C++ language.The software was applied in Dongguan waters successfully according to the actuality and got the favorable effect.
