Baiyangdian wetland is the end of defence line to middlestream and downstream of Daqing river, and its geographic position has decided its critical function to flood control of Daqing river watershed. Flood control safety of Baiyangdian wetland will not only directly relate to the socio-economic development of the three regions: Beijing, Tianjin and Hebei province, but also relate to the function of Beijing-Guangzhou, Beijing-Kowloon, Tianjin-pukou railway routes, and other transportation and communication lines and safety and funcation of Huabei oilfield and Dagang oilfield and other important facilities. Therefore, the study on flood control joint operation of Baiyangdian wetland and its upstream reservoir group is presented. Based on above rules, joint operation schemes for flood control have been proposed, which have great practical significance to the safety of Baiyangdian wetland's surrounding areas and the important cities and towns downstream, as well as transportation lines and communication lines.The main researches on Baiyangdian wetland in the paper are as follows:(1) Based on the geographical location of Baiyangdian wetland, the position of Baiyangdian wetland is identified in flood control, and current situation of flood control project system of the upper reaches and lower reaches of Baiyangdian wetland have been summed up, and according to flood process of "63.8" and "96.8" under the Baiyangdian wetland basin, certain rules on the flood in the upper reach of Baiyangdian wetland inflowing the Baiyangdian wetland is established.(2) According to the analysis of the runoff series data of control stations in the watershed and the conventional scheduling approach of reservoir, the reservoir design flood hydrograph within a 10-year, 20-year and 50-year frequency flood of the basin are calculated and based on the method of Muskingum, river flood routing is calculated, and after the infiltration loss of river flood have been deducted, the experienced problem of flood entering the entrance area of Baiyangdian in different system in plain area and mountainous areas have been researched.(3) According to numerical analysis method, the calculation on flood regulation of Baiyangdian has been concluded, which indicated that flood control ability of Baiyangdian is lower. In order to improve the Baiyangdian wetland's flood control capacity, the measures of joint operation of Baiyangdian wetland and multi-reservoir in Parallel upstream in this paper have been presented through the pre-discharge regulation and real-time control discharge regulation of reservoirs to increase the storing flood water by using of the reservoir flood control capacity, which can reduce the inundation losses of Baiyangdian wetland's surrounding areas. The operation of release sluice in ZaoLinzhuang of Baiyangdian wetland has been analyzed to reduce the flood inundation losses of detention basin and retarding basin downstream to a certain extent. As a result of risk of single reservoir's pre-discharge regulation, based on the fuzzy optimization theory, pre-discharge risk has been analyzed, and optimal pre-discharge flow of WangKuai reservoir, XiDayang reservoir, Longmen reservoir and HengShanling reservoir. The humanzition regulation of real-time control discharge has been put forward in accordance with the reservoir inflow flood hydrograph, which can put down the flood peaks of reservoir outflow to some extend and decrease the discharge flow in response to extension last discharge period of time. The use of pre-discharge of the reservoir control and real-time regulation may put forward programs of reservoir outflow flood hydrograph. Based on both the analysis of river flood routing calculation and flood adjustment calculation of Baiyangdian wetland and the rules of reservoir-wetland joint operation, the optimal joint operations within 10-year, 20-year and 50- year frequency flood of the basin have been determined.(4) Taking into account of the importance status of Baiyangdian wetland's flood control and current problems, flood control and disaster mitigation countermeasures of Baiyangdian have been put forward in this paper, which includes the engineering measures and non-engineering measures.In short, Baiyangdian wetland's flood control capacity and reservoir–wetland joint operation have been researched and based on above research, joint operation programs have been determined when the basin occur medium flood, which provided a strong guarantee for flood control security and the socio-economic development of the important cities and towns in Baiyangdian wetland's surrounding areas and downstream.
