With the development of transportation facilities, inter-modal trips are made much easier for trippers. Regulations are also made based on this privilege, hoping to improve the traffic situation. While traditional traffic planning methods do not take much consideration of inter-modal transfers. This research discussed the traffic-assignment issue under circumstances of multi-modal transfer. The major contributions are as follows:(1) This research made a generalization of the current traffic-assignment models as well as solutions based on different perspectives, and pointed out their existing problems(2) This research made a generalization of all the factors influencing the cost of inter-modal trips, listed all the possible factors influencing the inter-modal cost, and highlighted five common types of inter-modal trips.(3) Most of the current models can't solve the problem of the asymmetry of the flow-cost influence. This research used variance inequity to build the multi-modal transfer traffic assignment model with an elastic demand, which can satisfy the SUE character of both route and mode choice. The model solved the problem of the asymmetry of the flow-cost influence.(4) Improved the multi-modal traffic simulator in reference of the current traffic simulation model, by adding inter-modal transfers and using the K-shortest route algorithm to simulate the route choice behavior of the trippers.(5) Made a simulation of the Park-Ride and bicycle-charter policy, the result showed that the Park-Ride policy can improve the downtown traffic situation but the bicycle-charter policy can't better the situation much while it's replaceable by walk.(6) Made a comparison of the network traffic situation according to the different reactions of the trippers. The result indicated that the trippers'reactions might change the situation from what has been expected. This result showed that the simply releasing the information might not improve the traffic situation, which is one of the problem worth further research.
