With the development of urban transportation system facilities, inter-modal trips are made much easier for trippers. In Multi-modal transportation system, people can reach a destination from an origin through a single transportation mode or through the combination of a variety of transportation modes. When the latter is chosen, the transfer phenomenon will occur. The existence of the diversity of transportation modes needs traffic management departments'reasonable guide to make all kinds of transportation modes interact with each other, and make full use of the whole transportation system, so that the trippers'travel can be more efficient. Traffic management departments need to analyze the characteristics of the travel distribution and make regulations to improve the traffic situation. While traditional transportation assignment research does not take much consideration of multi-modal transfer. This paper try to use the theory of super-network to discuss the traffic-assignment issue under the condition of multi-modal transfer. The major contributions are as follows:(1) For the city multi-modal transportation system's structural features, the super-network theory is applied to descript the multi-modal transportation network. The network topology model of multi-modal transportation system which is more suitable for description of the transfer condition is constructed. So that the theory of the traffic assignment can be more convenient used in the new network.(2) According to the structure characteristics of super-network model and the characteristics of trippers'transfer behavior, this paper defines the concepts of the feasible path, the shortest valid path and the valid path, and proposes the shortest path algorithm and the valid path algorithm.(3) Considering four common traffic models'(bicycle, car, bus, and metro) travel characteristics and transfer effect factors, more practical generalize costfunction is proposed, and Logit-SUE model is established under the multi-mode super-network.Method Of Successive Averages (MSA) with improved paths search algorithm is employed for the solution of the model. Finally, through a numerical example, the influence of traffic management measures on network performance is analyzed.
