As the power market turns to reform of go deep into development,electric business is guided by the maximize profits,the power becomes unintended,so the chances of congestion is increased.It is necessery to build a fast and effective congestion management. This paper adopt sensitivity analysis method to solve the congestion problem respectively at the sim of minimixing the adjusting of the generator and at the aim of minimixing the cost of eliminating congestion,and introduce the compositive estimate factor in the latter one.There are four modes for congestion dispatching,the smallest error is the DC senditivity using the B' matrix in the decoupled power flow method.Using grey relational analysis to analyze the error of congestion dispatching based on DC load flow,and the correctness and validity of the proposed algorithm have been proved by the IEEE-30 test cases.
