Ship encountering are always seen in open water area. Once the collision occured, it will not only cause great loss of lives and properties to mankind in a short period, but also cause bad influence to the polity. Over the past centuries, the decision-making of ship collision avoidance has been counted on the subjective judgments of the ship Manoeuvrer, and these subjective judgments are not stable when affected by ship manoeuvrer's emotional fluctuation. Therefore, it's very important for the automatic decision-making system of ship collision avoidance being deeply studied.The systematic research has been made in this dissertation on the establishment of the mathematic model of decision-making in collision avoidance.Intensive study on collision avoidance simulation and path optimization of open water area shipping was made, as well as models of collision risk judgments, encounter situation judgments, anti-collision obligation and anti-collision action in this dissertation. Meanwhile, the dissertation also probed into researching the diversities in different path optimization models. An emulator has been made and it has proved the rationality and validity of the models mentioned above.The dissertation simulated the related articles in INTERNATIONAL REGULATION FOR PREVENTING COLLISIONS AT SEA which about power boats anti-collision in open water area when visibility is favourable, and put course intersection angle and semi-circle shipboard parameter in the system modeling building, this attemptation is meaningful and practical.A practical path optimization was made by discussing differences in two path optimization models. Hopefully this attemptation can be practice significant since it hasn't been studied in wide range.The emulator has anti-collision decision making and path optimization seeking functions has been made, two application examples provided the forceful proof that the mathematic models in the dissertation are reasonable as well as the emulator functioned properly.
