Either the Port State Control(PSC) or the Flag State Supervision(FSC) is faced with the contradiction between limited supervision resources and the growing supervision targets.In order to maximize the role of supervision resources,the ship election mechanism has developed rapidly.It shows a common characteristic from the ship selection mechanisms adopted by the main areas and advanced countries,that is, only number of defects are considered,but without taking into account the content of defect,whose ultimate aim is to identify ships which have the highest probability of unseaworthiness rather than improve the overall effectiveness of supervision.The existing ship selection mechanisms do not consider the situation that ships have basically same probability of unseaworthiness.So that,this these put forward a method of improving the supervision coverage on the premise of not increasing supervision resources.That is selecting the supervision contents on the premise of using good ship selection mechanisms.This paper uses the system theory and grey Relational identification methods of water traffic engineering conducted correlation analysis to the inspection defects leading retention based on national safety inspection data of 2008.Obtaining the correction distribution between each safety inspection defect item and the retention,aim to provide a feasible way for determining the possible greatest security risk of designated inspection objects quickly and accurately.Through comparing the study results with actual situation,this method can satisfy the expected goal on the premise of accurate original data,suitable selection conditions, correct time and amendment of other impact factors,has extension value...
