By the direction of the concept of scientific development,the Urban and rural planning law is an important law that is suitable for the seedtime of the economics and society of China,and it can accelerate the course of the construct of the moderate prosperity society.The Act on Chinese urban and rural integrated development of the guidance has an important role in urban and rural planning to play in the urbanization with Chinese characteristics in the guidance and control has an important role in the value of the co-ordination and the promotion of urban and rural population,resources, environment development of great significance.This study of the Town and Country Planning Act through the in-depth study to show the new system of urban and rural planning in the meaning and value-to co-ordinate and promote the urban and rural population,resources and the environment, improve the mechanism for urban and rural planning,regulating government and urban and rural planning departments of the administrative act,and effectively strengthen the management of urban and rural planning,the specific role and guide the actual work of urban and rural planning.In this study,combining law,economics perspective,through the comparative study of China,the United Kingdom and regulations of urban and rural planning system,the evolution of history and to learn from the Town and Country Planning Act in the United Kingdom for part of Chinese national conditions,Chinese urban and rural planning rules proposed to be resolved in problems and has yet to be modified and improved,Chinese urban and rural planning for the future development of laws and regulations put forward constructive ideas,and establish and perfect with Chinese characteristics,urban and rural planning laws and regulations to guide the practice of urban and rural planning and development,and promote regional development.
