The basic task of Power system running is to guarantee the supply balance,to provide users with reliable,high-quality power.Power grid frequency is a key indicator of the quality of electrical power,reflecting the balance between the active power generation and load power,is important parameters in the operation of the power system control,it has a Close relationship with electrical equipment of the users and their own safety and efficiency of power supply.As Chinese power industry's rapid development,the regional power grid interconnection has become a reality.Interconnected power system can give full play to the advantages of the accident support,enhance system ability to resist risks,can play a more effective advantage of the power grid.Power system control the electricity load frequency control(including a second FM) automatically to maintain the system balance of active power to ensure that the frequency stability in the vicinity of ratings.For a long time,Chinese electricity sector has used a series standard of interconnected power system in the control of regional supply and demand performance evaluation.In 1998, North American Electric Reliability Committee(NERC) developed CPS standards,which is based on the mathematical formulation of statistical methods,and has gradually been widely accepted as a contact line frequency and power control operation and management assessment standards in recent years,the regional power grids in China have gradually started this trial Standards.However,through the analysis of CPS1,we found an independent target with(?) in the appraisal system,while the system frequency is the multi-regional co-adjusted results of the whole system,the possible presence of this target make the overall situation was submerged,CPS1 indicators may not accurately measure a second FM regional performance, there is a need in-depth study,when regions with the different control performance,Can CPS1 indicators reflect the First,Second FM performance accurately.This paper first analysis the CPS1 indicators on the basis of familiar with one,two FM mechanism,the extent of the effect reflected by the control of its regional FM.Then,set up a two regional simulation model to accurately simulate the actual interconnected systems,and then use this model to investigate the impact of the two separate regional CPS1 assessment in real inspection under the load fluctuations when a regional one or two changes at the FM performance,Finally The simulation results show that CPS can not accurate evaluation the One or two separate FM performance of region.In this paper,works of the CPS provides a strong support for Chinese regional power grids in-depth analysis of the standard,and provides a reference in the process of CPS trial standards exploration work,and provide the early preparation work for the region to seek a further adjustment accurate evaluation.
