Along with the rapid development of economy, many highway Projects need to be Built on the flabby ground sill in the area of Qing dao of Shan dong Province. This kind of soft has the characteristic of rich-water content, high compressibility, lower in Permeability and bearing capacity. Such soft groundsill should be treated with first while the highway is to be constructed. The conventional stack-Preloading method which we use at Present can not meet the requirement of stabilization, time limit of construction and the settlement after completion of works, so a new kind of technique is to be introduced to soft soil treatment. On the basis of the developing history, current research condition and treatment principle of the vacuum Preloading and vacuum combined surcharge Preloading method, as well as, in combination with the project of the soft soil foundation improvement in Qing Dao Dual high-road soft soil reinforcement works which adopts the vacuum Preloading and vacuum combined surcharge Preloading method. The Paper started with the contras analysis by several different treatment methods and discussed the features of vacuum combined surcharge Preloading. Then respectively introduce the mechanics of surcharge Preloading, vacuum Preloading and vacuum combined surcharge Preloading. Then explain the mechanics of the intensity increasing macrocosmic and indicate the advantage of his method. Finally, through the economic analysis of the vacuum Preloading and vacuum combined surcharge Preloading and cement mixing method to deal with soft soil, it demonstrated that the vacuum Preloading and vacuum combined surcharge Preloading technology superiority.
