In order to obtain enough safety, reduce the cost of user,society and environment, the roads of Shan'xi province, although restricted in the space and the funds, require enough conservancy and maintenance. Now, road engineering' focus has changed from simple new art and new technology to the service,maintains and the operation management.Using track and investigation, down-to-earth data, and computer-made modeling, we employ IRI to evaluate the performance of highways, thus acquire the relation between the pavement performance and IRI. After that we may establish the maintaining and evaluating system of the asphalt pavements based on IRI.This paper indicates mainly that:(1) the maintains results has definitively effect on the establishment of the optimal maintain tactic, IRI may be used as a parameter of the asphalt pavement maintain system.(2) the optimal occasion analysis provides the foundation of the asphalt pavement maintain,analysis and evaluation, and it also help make quantificational decision.
