With the rapid development of national economy and constantly raising of people's living standard, there are more and more people take taxi, particularly at the coming and going to work high peak period appearing a taxi shortage situation. However,at non-peak hours, more serious phenomenon of taxi no-loading, some extent caused to a series of issues to plague the city traffic and the healthy development of the taxi, such as automobile exhaust increased, traffic congestion, therefore improving operational efficiency of taxis is an effective way to ease traffic pressure.In the thesis through carpooling for the development of the root, combined with a wealthy taxis resource in our country, putting taxipooling as research subjects, has significant meaning of the practice and creativity, and is intended to build a scientific and rational, operable Taxipooling Service System, for improving the present rather chaotic city taxipooling status, providing a good standardization and integrity of the direction of development & models, for popularizing taxipooling and adjusting taxi to be the way of public transport, playing the role of scientific and rational reference in order to improve transport efficiency, save passengers travel cost, reduce energy consumption.Writer analyses the origin, development, and the level and direction of the current study about carpooling and taxipooling at home and abroad, and according to the characteristics of daily traffic & the level of taxi passenger demand, in depth discusses the feasibility and rationality of taxipooling in China, brings forward to the necessity to build the Taxipooling Service System.In accordance with the characteristics of the taxipooling, creatively brings forward to the concepts, such as match degree, tolerance coefficient, compromise factor, to improve the system of functional model and algorithm design. Then applies intelligent algorithm to solve especial VRP planning problem, simultaneity designs two algorithms separately based on by driving distance, by fairness taxipooling to compute the charge under the difference types of the Taxipooling. Finally expatiates on the overall functional structure and feasible implementing project of the Taxipooling Service System. In the paper,the Taxipooling Service System will be composed of three main modules,namely, query module, scheduling module and billing module, the overall implementation by input passengers' demand, service systems can implement matching step, as collect, integrate, process information by calling major module functions in system. At the same time, under different circumstances the information about bill & matching results will feedback to the applicant, then wait for them to confirm the service. All information such as time, address, taxi license and so on, will inform the confirmed applicant by phone or message in order to achieve the taxipooling service. The research of these issues related to taxipooling, it will be of great practical signify -cance in urban transport. Scientifically and rationally developing of the taxipooling service, be able to fully take advantage of the existing taxi resources in our country, effectively improve the efficiency of taxi company operation, to a certain extent, ease the pressure on urban transport. For passengers, it is not only to meet the convenient and comfortable travel requirements, but also save travel cost, in order to achieve "win-win" result. With the development of taxipooling, will greatly reduce energy consumption, improve the urban air pollution, have positive social and economic benefits.
