Water resources carrying capacity of a country or region is the continued development of a variety of natural resources an important part of the bearing capacity of a country or a region the size of an integrated development and its development has a critical influence. This requires us to Beijing to make timely and full capacity of water resources planning, allocation of reasonable, comprehensive and harmonious development.System Dynamics (System Dynamics, referred to as SD) is from the Massachusetts Institute of Technology Professor Forrest founded in 1956. It is based on feedback control theory, simulation technology as a means to study the complexity of the socio-economic system of quantitative methods of research devoted to the analysis of complex systems science. It is now widely used in research, as well as sustainable development and capacity development and utilization of water resources, the water resources planning, urban water environment and environmental economic research medium.Multi-objective optimization problem known as the disciplines or multi-objective optimization of multi-objective planning, it is in mathematics a branch of operations research is developed in recent years a new discipline, it is bound to study a certain number of objective function under the conditions of the problem of extreme value. More than the number of goals as a result of a vector can be objective, therefore, multi-objective optimization problem, sometimes called the vector extremum problem. Because most real-world optimization problems involve a number of objectives should be. Therefore, since the last century since the 70's, for multi-objective planning theory in the international community has aroused a great deal of concern and attention. In this paper, the application of system dynamics and multi-objective optimization problem and so on the basis of literature to read to Beijing as an example, Beijing in recent years through the analysis of the data carrying capacity of water resources, water resources system for the Beijing area has the characteristics of complex systems using the principles and methods of system dynamics, multi-objective optimization theory, the establishment of Beijing's water resources carrying capacity model, and simulation strategy for policy change on water resources of the bearing capacity of model simulation and to solve, and finally put forward for economic development programs and proposals.
