A part of the reason for wasting the water resources is that people have thought that the water is as inexhaustible as the sun in the past.So we did not pay attention to saving water resources,nor establish the reasonable policies,regulations and the scientific water pricing model to protect the water resource.With the rapid development of economy and society,people are increasingly realized the importance of water resources to our life.It has important and practical significance to the city’s development,the population development and relief of water shortage for studying the water resource pricing model of Beijing and scale and the.Beijing is a city that doesn’t have too much water.It has less precipitation and water resources congenitally deficient.In recently,groundwater has been exploited successive and the government has taken steps to the South-to-North Water Diversion and other measures.In fact,the carrying capacity is still short.But in the real life,we do not have the sense of the shortage of water resources or feel the water carrying capacity is overload due to the low-cost water.In recently,due to the increasing population,the number of the living water increased year by year and the demand for water for residents increased rapidly.The supply and demand of water formed contradiction which restricted the sustainable development of Beijing.It is necessary to increase the water conservation consciousness of the residents through the effective water pricing model for improving the recycling of water resources and the carrying capacity of water resources.Firstly,according to the present situation of urban population and the use of water resources,I calculate the water resources carrying capacity with the total water resources and per capita water demand.The results show that the carrying capacity of water resources in Beijing has been seriously overloaded.Secondly,as the research object as the Beijing urban residents are,analyzing the current laden water price in Beijing.The results show that the current pricing policy does not have a significant effect on water saving.In this paper,I use the functional data to fit the income distribution function with the data that is the per capita disposable income of urban residents and combine the residents’ consumption psychological ability to construct the ladder water price model.Through constructing the effective water-saving incentives and the ladder pricing model to punish the people who waste,the ladder pricing model can play the role of economic levers price effectively to guide residents use water.The results show that the pricing model has an effective water saving effect.
