Water resources is a kind of indispensably important resources for human society, Xi'an is the city short of water resources With the economic and social development, the contradiction between supply and demand of water resources will become more intense. In this case increase and decrease of water in Xi'an has become an important way to solve the contradiction between supply and demand. Before the construction of Han Jiang-to-Wei He River Water Transfer Project, decrease Through the construction of water-saving society, the rapid growth of water demand can be released so that the limited water resources that can support Xi'an economic, social and environmental sustainable development . In this paper based on relevant research inside and outside of countries and combined with the project "the water resource's synthetically plan of Xi'an city", research on optimal allocation of water resources in Xi'an under the construction of water-saving society while also analysis and evaluation of Xi'an water-saving. The main research results are as follows:1. Based on rainfall, runoff and temperature from 1956 to 2005 over the past 50 years, the situation of water resources in Xi'an is analysed. Analysis tells that rainfall; runoff is a trend of gradual decreasing, while the temperature is gradual increasing, especially in the last 90s of last century, the increase speed is accelarating. This make the water resources of Xi'an gradual decreasing.2. Make a brief analysis of constructed water-saving society in Xi'an . According to goal of Future planning, it can be decided that how to make it true and make two programs: basic program and saving program. Reference to relevant content in the two programs to quantify the indicators.3. Actual water demand of two programs of constructing water-saving society is predicted by using ration method. Compared with two programs, we can see the saving program needs less water. 2020 Saving program needs water less than basic program 15191×10~4m~3.2030 Saving program needs water less than basic program 22028×10~4m~3.4.The optimal allocation model of water resource based on construction of water-saving society is established. The model is a multi-objective one which incorporates cost-effective goals, social goals and objectives of eco-efficiency. By MATLAB program for solving the model, We get the water resources configuration in different industries of administrative districts of two programs and analyze the configuration.5. Based on indicators system principle and through screening the indicators, Urban water-saving evaluation index system is established. The system is a three-tier structure comprising one goal, six codes and 17 indicators. Adopting the Analytic Hierarchy Process(AHP)method identifies the weight of evaluation elements(indicator)of various evaluation levels and using the Comprehensive Index method builds a mathematical model; Meanwhile the calculation tells that the construction of water-saving society undergoes a steady development. 2005 is the initial phase; 2020 is the development phase, and 2030 is the completion phase.
