Aiming to the issues in the study of water resources optimized allocation model, the study status inland and abroad and the basic knowledge of rational water resources allocation are discussed in this paper. Then it is particularly discussed the train of thoughts in the modeling of water resources optimized allocation and the model structure in this paper. The main work finished in this paper is that the water resources optimized model is ameliorated by adding the groundwater simulative module in the model. In the groundwater simulative module, the transfer lines between surface water and groundwater are connected, as well as the transfer lines between groundwater calculating zones. By doing this, the surface water and groundwater can be combined together in the water resources optimized allocation, and the dynamic exploitation and replenishment of groundwater is achieved. Then we can push the sustainable water resources utilization possible. The paper also studied how the groundwater exploitation make a difference to the ecosystem by calculating the yearly and perennial average amplitude of bury of groundwater. By the modeling, it has been tried to perfect the study of rational water resources allocation, and make a progress and innovation based on the former study. The purpose of this paper is to provide a practicable way of water resources planning, management and protect under correct development strategy in water resources and push the sustainable water resources utilization possible. The composition of the paper is as follows.1. Background, purpose and meaning of selected topic, and study status of water resources allocation inland and abroad.2. The foundation of rational water resources allocation. The concepts, contents, basic requirement, assignment and research technique of water resources rational utilization are discussed.3. Water resources optimized allocation model research. The assignment, train of thoughts in modeling, elements of model system, mainly balance equations and target function of water resources optimized allocation model are introduced.4. Design of groundwater simulative module. The purpose, meaning, foundation and train of thoughts of groundwater simulative module design are discussed. The transfer lines between groundwater calculating zones are connected. The groundwater balance equations and constrained conditions in plain terrain are founded, and the main counting parameters are explained in this paper.5. Case study of water resources optimized allocation in Kuitun river watershed in Sinkiang Minority Autonomy.6. The conclusions got in the paper are showed at last. The disadvantage and improving direction aer pointed out. Besides, the trend of the study in this field is pressurized.The stress of this paper is the design of groundwater simulative module. By constructing the groundwater simulative module, the functions of water resources optimized allocation model are perfected, and the groundwater dynamic exploitation and replenishment are achieved. Also, the simulation of amplitude of bury of groundwater is accomplished in the study. At last, the water resources optimized allocation in Kuitun river watershed in Sinkiang Minority Autonomy is presented as a case study .
