In recent years, with the rapid development of our economy, road transport industry is developing rapidly. However, the safety of road transport has become increasingly prominent,especially road hazardous material transport security is outstanding. the transport condition and people explosing are very complications when the hazardou material transport inside the city, so once the accident happens, the consequence will be very severity.Therefore, researching the security infomation system of hazadous material transportation is very inportant to domestic hazadous material transportation in city currently.This paper first analysed the development history and the recent application about the GIS-T and the hazardous material transportation; In the meantime analysed the tow-hazard dividding theory and main rescue resources in the city; and elaborated the influence factor of the hazardous material transportation, and then created a real-time evaluation model; this paper has created a Dijskra arithmetic based on the modified angle on the basis of Floyd, inheritance and Dijskra arithmetic, the arithmetic has been used in the searching of hazardoue material transportation and the rescue shortest path; then has made the special map of Dalian hazardous material transportaion by MapInfo; at last developed the security infomation system of the hazardous material tranportation in city based on the GIS-T,using VB. The system includes basis information subsystem; real-time information subsystem; the real-time path guiadance subsystem of the hazardous material transportation, the aim is to provide a visualization management for the government, and so we can effectively prevent the accident and improve the hazardous material transportation management in city.Security Systems Engineering is organicly combined with Operational Research, GIS and Software Engineering in this paper. The four is use to the hazardous material transportation. Then the security infomation system of the hazardous material tranportation in city based on the GIS-T has been built. The system can realize not only the city's emergency rescue resources information's inquery and reasonable choice, but also the dangerous material transport's the real-time location, the system can keep abreast of the surrounding environment, and the system can get the transport's real-time operating path and the rescue real-time path by updating the real-time information. So the probability of accident and the accident's consequences will be reduced, and the safety of the transport of hazardous material management can be improved.
