With rapid global economic growth, global urbanization development unprecedented speeds up. However, traffic problems become more and more serious: traffic congestion; frequent accidents; traffic gridlock. All of these do not cause a fatal blow to people's lives and property. The metropolis traffic problems caused by natural disasters lead to metropolis problems of security risk and risk. Therefore, People care more about traffic incidents caused by natural disasters.Firstly, we do lots of research about famous traffic system in area of traffic evacuation, such as OREMS,ETIS,TransCAD,Swarm and TEDSS. After we setup those systems, we use lots of functions. Then we analyze the function of those traffics system and get merits of those systems. At last we can make good use of those basic researches and set up our framework of traffic evacuation system based on disaster evolution.In Chapter 3, we propose the model and algorithm of disaster evolution. Disaster evolution is the data base of traffic evacuation system. After we make model of flood, earthquake and hurricane, we also research some algorithm for those disaster models. Disaster evolution is one key point of this paper. Different from old disaster evacuation system, traffic evacuation system based on disaster evolution technology has more quick response time. Old disaster evacuation system has to type in lots of initialization information, then make Analysis and return some evacuation policies. But disaster evolution only needs a little initialization information, such as disaster source information, then it can calculus by itself. So on these data, we can make evacuation policies more quickly and do disaster warning and pre-disaster evacuation.Publish/subscribe model based on semantic is also one key point of this paper. Traffic information packaging by semantic becomes more real-time and accurate. Information subscriber makes subscription on some information which it is interested in. Then, the Engine of publish/subscribe run some matching algorithm to send the required information to information subscriber. Once we define some rule, we can get the information we interested in without manual intervention.At last, we propose main framework which contains seven models, such as disaster evolution, disaster dynamic display, disaster data transfer, road network analysis, evacuation resource set, ancillary information guidance and transport emergency evacuation. After finished this system, we use flood to make test analysis. And the results demonstrate that because of getting disaster information more quickly, traffic evacuation is setup more early and make full use of evacuation resource. Finally, we get the optimal road network structure and effectively achieve the purpose of the evacuation.
