In recent years, disasters occur frequently in countries, After the disaster, the incident point and the surrounding road network are often badly damaged, resulting in the evacuation efficiency of the people in disaster areas is very low, the people’s lives and property constitute a serious threat. In order to reduce or avoid the losses caused by disasters, we should take effective measures to ensure the timely and effective measures in time. Therefore, the impact of disasters is analyzed deeply on road network, establish an effective disaster emergency transportation evacuation system is especially important.This paper based on regional network as the main research object, researching the emergency transportation evacuation path planning under the condition of disaster. First,it is determined based on the GIS map to the scope of influence of disasters on road network. Put forward the disasters affecting network duration estimation method.Secondly, analysis under the condition of disaster road network reliability, the use of based on analytical algorithm don’t hand over to the algorithm and based on approximate Monte Carlo algorithms calculate the road network connectivity reliability degree. Through the calculation of road network connectivity reliability degree evaluate the network connectivity reliability within the disaster affected area. Third, design multi-objective road impedance function under disaster condition. Put forward the dynamic path optimization algorithm based on driver’s preferences under disaster condition, this design makes a function can varies according to the driver’s preference, fully considering the different driver’s driving habits. At the same time, the computational efficiency is greatly improved.Finally, by assuming disaster events in fanyu area of guangzhou, established emergency transportation evacuation path planning system under disaster condition. By using the software of VISSIM to evacuation path to run the simulation, the results show the feasibility of emergency evacuation route planning system.
