With China's rapid economic development, urbanization is accelerating the construction of distribution networks have been expanding, but the lack of supply capacity of distribution networks and space site, the growing phenomenon of resource constraints become a major constraining factor in the development of distribution networks. The voltage level is a sequence of optimal allocation of an important measure to alleviate these problems. Therefore, a comprehensive assessment of rational scheming of voltage levels, it is very urgent and necessary.This paper first analyzed the voltage level in recent years and sequences, especially the 20kV argument, analyzing the sequence of voltage levels of the factors, the size of the establishment of grid computing, grid computing and grid construction investment loss model. The establishment of multi-objective decision-making based on Vague set of indicators, respectively, including the present value of an integrated cost, social cost, energy-saving environmental protection, and sustainable development in four-level indicators, the use of Vague Sets Based on Fuzzy Multi-objective decision-making methods on the various voltage levels for integrated sequence of programs assessment, select the optimal solution.
