The generation right trade (GRT) can optimize the assets allocation, prompt the energy-saving and consumption-reducing of the electrical industry, and realize the win-win situation for three sides which include buyer, seller and society, so as to become a new hot spot in electricity market reform. GRT shows the change of the generators'output, and then leads to the power flow change of the system. So in order to ensure the system security, the congestion management for GRT is quite necessary. The paper, based on the background of GRT, pointed out the inadequacies of the traditional models of GRT, and also made some improvements from the algorithm aspect. Considered the power flow of the adaptive congestion line produced by the different GRTs being reversed, and according to the impact extent of power flow change of the key branches caused by GRT, it can form the priority of GRT matching pair, and alleviate the power flow on the adaptive congestion line which is prior to others, so we can present a new GRT model which could consider the congestion. The example in this article has been analyzed to compare with the obtained clearing result and social function for the traditional and improved models, and the result indicated that the improved model can generate more social function, thus verified the correctness of the model.
