For a long time, the contradiction between the transport capacity and the transport needs has been existed in China Railway. With the railway network increasingly completed, this conflict will be eased somewhat. However, in a long period of time, the contradiction between the transport capacity and the transport needs will be the main problem, especially in the major freight transport routes. Studying on transport capacity strengthed and improved of the existing lines has been in the forefront of academic research, a vevy important issue of which is how to assess the standard time of stations and sections accurately for evaluating the capacity of lines and stations. Because assessing the standard time of existing lines accurately can find out the weak links of the existing equipments and the work organization, which can make people take appropriate measures to improve the carrying capacity of railway lines.However, the manual and semiautomatic method with DMIS playbacking fuction is still the main methods of assessing stations capacity in China Raiway. Such methods require a lot of manpower and resources, heavy workload, and the accuracy is not high. In this paper, the automatic method of assessing capacity which is based the computer monitoring data, is full use of the existing railway information. The method is feasible, precise, and highly practical.On the basis of summaring the existing methods of assessing the standard time of stations and sections, the paper proposed the automatic assessing the standard time theories and methods which are based on railway informatization, and established a series of indicator functions of capacity analysis. The paper also designed and developed the standard time assessment and analysis system. At last, the paper took Datong-Zhungeer railway as an example which is single-track railway, and described the usage and procedures of the new automatic method. The results showed that the new method was proper, simple, and be the value of promoting. Specific research contents include the following:1. Summarized the basic theories and methods of assessing the standard time, and analyzed the advantages and disadvantages of the traditional methods.2. Proposed a new automatic capacity assessment method which was based on railway informatization. First researched the process of the new method, including obtaing raw data, processing data and automation technology three aspects, and established a group of indicator functions of automatic operation standard time assessment.3. Built the automatic standard time assessment and analysis system which is based on railway informatization. It applyed MVC (Model, View, Controller) method of constructing software systems on the system demand analysis, functional design, module components division, process design, to ensure system maintainability and scalability.4. Took Datong-Zhungeer single-track railway as an example, and used the system to design scheme of assessing the standard time of staions and sections of this line. By comparing the capacity results of lines of stations, which were obtaining by manual and automatic methods, verified the practicability of the proposed method furtherly.
