Nowadays, the vision of design activities has been extended to the entire human society and natural environment, all sorts of ethical problems relating to design have already begun to exert their influences upon mankind and nature and caught people's attention.Public construction is closely bounded together with our lives, but it is often neglected in the design domain because of its particularity. Moreover, the irrational construction design gives rise to a series of social problems, such as environmental pollution and waste of social resources, people therefore have gradually realized the importance of design ethics. Fundamentally speaking, pondering over the reality of design is to scrutinizing the design problems from the aspect of ethics, thereby forming a new concept of design ethics with the purpose of guiding and standardizing the design activities.This article studies the ethical problem of the contemporary public construction design from three levels, i.e. theoretical level, cultural level and applied level. Firstly, the in-depth core of construction ethics lies in the theoretical level, which grasps and expounds construction activities on a philosophical perspective, with the task of focusing on the essence of public construction and the value system of ethics, such as the basic value orientations of the architectural development. Secondly, the essence of cultural level is to expound the ethics of contemporary public construction design, namely to connect ethical aspects of construction with its endless stretches of cultural history, thereby elaborating the ethical connotation of architectural culture and revealing the historical association as well as the intrinsic logic between construction and ethics. Thirdly, the ethical research of construction cannot confined itself to a purely abstract conceptual level, nor limited to the macroscopic problems, consequently, our only resort is to adopt applied level of ethical study of construction, that is to say, reflecting on the specific ethical issues of the constructional development and practices.
