For a long time, urban transportation network design problem has been recognized as the most difficult and challenging traffic study problem. With the Intelligent Transportation System (ITS) in-depth study and practice, the future urban transportation systems will be a highly intelligent integrated transport system. The basic theory is dynamic traffic assignment, while the basic application shall be dynamic traffic network design. The time-varying OD, different ratios of users with advanced travel information system (ATIS), etc. In these complex environments, how to achieve the entire transport network optimal, that is dynamic traffic network design, which is the research that international transport network design problem focus on today.Double-dynamic equilibrium models are used to solve urban traffic network design problem in this paper. Taking account of dynamic characteristics of traffic flow in traffic network, bi-level programming model of the total transportation network impedance and construction funds for the upper target, dynamic path selection variation inequality model for the lower has been built on this basis. Simulated annealing algorithm is used to solve the upper model and modified projection algorithm is used to solve the underlying model in this paper. This model can inherently and constantly modify the rate values and sections of road capacity increment (that is network design program), and get the flow rate values and the optimal solution of road capacity broaden program at the same time.The instantaneous impedance function has been improved based on Ran and others'studying. The road impedance can been descript better by adding the traffic capacity. Building a transport network design model based on double dynamic equilibrium. This can reflect the transport network real-time status. This is helpful to research, analysis of traffic flow peaks, troughs and other time-varying phenomena, give a solution to the crowded sections of road, and give support to the transport planning sector decision.
