With the accession of WTO and the gradual implementation of the western development strategy, China's participation in international economic and technological cooperation is expanding rapidly, which leading to the growing value of imports and exports of port city and keeping a steady growth of container transportation volume. According to the Overall Construction Promotion Plan of Changjiang River over "The 11th Five-Years" Period, which signed by The Department of Transportation, seven provinces and two cities along the Changjiang River On November.21st,2006, the 50,000 DWT ships among the Changjiang River can flows directly to Nanjing port and 10,000 DWT fleet in Three Gorges Reservoir area can directly reach to the port of Chongqing city by 2010. Container transportation, as the most secure, economical, standard and international mode of transportation, is becoming the leader of import and export transportation and promise a broad prospect for the development of container transportation of the Changjiang River. This is undoubtedly a opportunity to develop ports Changjiang River. The opening of Yangshan Port in 2005 making the port of Shanghai outside Changjiang River and becoming an ocean port, which increasing the attraction to international shipping companies. Facing the growing Container throughput and good opportunities, how to design the container transport system of Changjiang River reasonablely to maximize the performance capacity of ports and ships is an urgen problem. The research in this article contains both the theoretical and practical value.Based on the analysis of the status of the container transport of Changjiang River including waterway, port layout, container traffic, route operator and ship form, model of port berth system is established by using the mathematical analysis modeling method and solved by using queuing theory. Wuhan port is taken as a case in point at last. While considering the benefit of both the of the port side and the ship side, the best expansion scale is obtained; Taking the Changjiang River ports as a starting point, Shanghai port (Waigaoqiao Port and Yangshan Port) as the end, the container transportation system was designed; The optimum transportation programs is drawn and the sensitivity is analyzed through the comparison of the Required Freight Rate. On the basis of the earlier study, simulation model of the container transport system in the Changjiang River valley, and the operating data related to the ports and ships were obtained. Taking Wuhan port as an example, the detail data including port throughput and ships queue length is obtained by changing the planning scheme, which provides basis for port planning decision making.
