With developing rapidly economy of seven provinces and two cities along the Yangtze Rive, the shipping market of the Yangtze Rive becomes prosperity, and in turn, the inexpensive Yangtze River water transportation promotes the provinces and cities economy development. But the low efficiency and the extra expense of the river-sea-transferring transportation cannot satisfy the requirement of the modern logistics; With increase of the Yangshan port handle capacity, problems of the collection and distribution system moved out, and the port needs the water-water transfer transportation to optimize its collection and distribution system; In the Tenth Five Development Plan of the road and waterway transportation, The Ministry of Communications mentioned : developed the sea-river-through transportation and the stem-branch-through transportation greatly, and simplified the middle link and enhanced the transportation efficiency. The sea-river-through transportation, offering a way which can freight goods from the provinces and cities along the Yangtze River to the Yangshan port quickly and inexpensively, at the same time, offering the Yangshan port abundant goods and optimizing its collection and distribution system, need not interchange goods at some ports.The needs of market and support of policy make the sea-river-through transportation have glorious prospects. It can reduce the operation cost of the shipping company and promote the mode development, through optimizing the model.This article summarized the development condition of the sea-river-through transportation in our country, and introduced the situation of the mode from the Yangtze to Yangshan port, at the same time, the article made the forecast to its prospects for development. After analyzing the Yangtze River shipping environment, the article made the conclusion of advantages and disadvantages for the direct mode, and mentioned the suggestions that advanced the direct mode. After narrating the localization and collection and distribution of the Yangshan port, the article made the summary that the direct mode is very important to the Yangshan port. The article used Required Freight Rate (RFR) as tool to make a quantitative analysis, before building model to optimize the direct ship model, and to make systematical comparisons among the main ports (the Chongqing port, the Wuhan port, the Nanjing port and the Suzhou port) along the Yangtze River to the Yangshan port in the sea-river-through transportation and the sea-river-transferring transportation, and got the reasonable model. The river ships and the direct ships, which were the prevalent models or the new promising models, were chosen from market, and the various parameters were as far as close to actual situation.The emphasis of the article, which was the main innovation too, was that using the CCRMP coming from the Data Envelopment Analysis to optimize the direct ship model, then making sure the output/input datas of the sea-river-through ship model, in the end using the LINGO software to get the answer. The article testified its serviceability before using the CCRMP model, and the input/output numeric came from the quantitative operation and qualitative analysis. The article gave the best sea-river-through transportation ship model from the main ports along the Yangtze River to the Yangshan port, according to the mathematical model and the shipping environment of the direct transportation.The practical value of the article are that to offer the reference for shipping companies when they choose the direct transportation ship, and to supply the policy-makers of the provinces and cities along the Yangtze River to make decision.
