Sustainable development is China's basic national policy, and the target of efficiency of 20% and reduction of 10% is put forward in Eleventh Five-Year Plan. For the identification of environment protecting and energy saving models, the former State Environmental Protection Administration and the State commission all advanced relevant certification and implementation rules, but they essentially just put forward a pass line without quantitative assessment. Their energy saving targets are not a consistent reference value, therefore various models can not be accurately compared. Since the current assessment can not select a real energy saving vehicles and not effectively motivate and promote environment protecting and energy saving small vehicles.The assessment model of environment protecting and energy saving is a technology that could select vehicle models of environment protecting and energy saving. It can calculate the vehicle's score of in this model by a series of calculation and conversion, and compare different vehicles' characteristics of environment protecting and energy saving. From a purely technical point of view, this paper analyzes the domestic and foreign situation, and proposes vehicle pollution index and the assessment method with it, so as to assess vehicle's performance of environment protecting and energy saving in a scientific, rational and comprehensive way for supporting technically relevant standards and policies.Firstly, this paper analyzes the development situation of the assessment model of foreign environment protecting and energy saving, and deconstructs similar assessment models at home and broad, include ERV (English),the model of EPA and ACEEE, the policy of Japan and China,By this,it can provide a theoretical foundation and experience for the assessment model which suits to our national conditions.Besides, the current technology of environment protecting and energy saving is analyzed, which includes hybrid technology and alternative fuel vehicle.Learning from foreign model experience, this paper gives two indicators of assessment model:first, environmental performance indicator; second, energy performance indicator. The environmental performance indicator includes four assessment indices:1.HC,2.CO,3.NOX,4. noise. And the assessment index of energy performance indicator is CO2. The resource of the assessment is the results of new vehicle type certification. The model advances specific calculation formula based on interpolation method. The assessment factors of environment protecting and energy saving are confirmed through analyzing. After discussion whose weights in models are given by means of subjective analysis method.Finally, the practicality and sensitivity of the model is analyzed, finding that the model could distinguish vehicle characteristics of environment protecting and energy saving in different emission standards. Vehicle characteristics of environment protecting and energy saving the gasoline vehicles, diesel vehicles and alternative fuel vehicles and of different displacement vehicles are compared. The alternative Vehicle and HEV is better than gasoline Vehicle,the diesel vehicle is better in energy saving but worse in environment protecting.
