Power grid dispatching automation system is a necessary part for realizing automation of power system. The system has two main parts: SCADA and advanced application functions. Data acquisition and supervisory and control are realized by SCADA. Security analysis of electric power system; state estimation; voltage reactive power optimal control; power flow calculation and economic dispatching are some of advanced application functions.For a long time, there exist many problems in the county power grid, such as:shortage of devices for reactive power compensation and lack of capacity of reactive power control, so that the quality of power gird is not in a very good situation and the power supply capacity is not same in different places. Around 2000, county grids have been upgraded all around our country, and the capacity of power supply of county grid has gotten great upgrade. Reactive power control system of county grid is a very beneficial tool to reduce the loss of active power and upgrade the level of voltage of county grid. In this paper, reactive power control system is developed and designed based on existing power management platform.Reactive power optimization control in county power system is a great complex nonlinear mathematical programming problem, which has many variables and large constrains. Power flow equations and variable constraints are established, and objective function is established by most minimized active power loss. These three parts make up mathematical model for this problem of voltage and reactive power control. In this paper, Max-Min Ant Colony System is taken as the main algorithm for this system, which can transform problems with constrains to problems without constrains and simplify problem, so that makes great conveniences for solving problems. The algorithm is verified in IEEE30 test system. Comparing with other algorithm, the dates from test verify the superiority and feasibility of Max and Min Ant System algorithm.Specific implementation plan is designed and developed. The reactive power control system gets all dates from existing power management platform and issues all control command through this platform. In this way we can avoid repeated investment for hardware, meanwhile, the voltage of entire county grid get great upgrade. We have gotten a satisfied result after put this system into practice in a county grid.
