Study On Financing Channels Of China's High-Speed Railway Construction

High-speed railway reforms are becoming the strategy stage task of China's "Eleventh Five-Year Plan" and "Long-term railway network plan." Large-scale high-speed railway construction funds need supports with large-scale funds, and then how to finance in high-speed railways construction comes to be the urgent strategic problem to resolve in the current period.In this dissertation, the study introduces basic concepts of high-speed railway, financing, and financing channels, and expounds the theory of financing, China's high-speed railway construction financing models. This dissertation descripts some high-speed railway construction financing channels cases in various countries,and based on the analysis of China and other different nations circumstances, the experience of financing of high-speed railway construction in China and high-speed railway construction financing trends have proposed. The study introduces the high-speed railway construction financing channels for composition in China by historical trend analysis method, and analyses the current problems in financing channels, and holds recommendations of high-speed railway construction in the future development, then designs financing channels for high-speed railway construction in China. Finally, the study discusses financing Channels of the Beijing-Shanghai high-speed railway construction, including the Beijing-Shanghai high-speed railway background and status of financing, and expands financing channels of the relevant recommendations.This dissertation describes the financing experience of international high-speed railway construction, and analyses the differences between China and other countries in order to propose experience that can be take action in China. what's more, based on the issues of current financing channels management in China, this study proposes improving suggestion. Finally, this study discusses financing channels of Beijing-Shanghai high-speed railway construction for specific circumstances, and expands specific recommendations. This study wishes to study an effective and practical scheme for high-speed railway construction financing channels in order to further improve the financing theory, and ultimately applies to high-speed railway construction, and promotes China's high-speed railway construction in the faster, better and more efficiently development.
